The city of Troy dates back to the Dutch in the 1630s, when Kiliaen van Rensselaer (yes, the same Rensselaer who the county is named after) owned the land where the city now stands. However, Troy as we know it today wasn’t officially named that way until 1789 - and didn’t become a town until 1791, when it was taken out of Rensselaerswyck (what a mouthful). And yes, Troy was named after the legendary city of Troy.
Troy’s history really took off in the 19th and early 20th century, as it became not only one of New York State’s most prosperous cities, but also one of the most prosperous cities in the whole country. Troy sat as the central point where shipments from Vermont came to the Hudson for travel down to New York City and steamboats frequently visited the city.
On top of this, Troy was an early giant in the steel industry, with the very first American Bessemer converter. This early emphasis on industry lead to widespread growth in engineering, which today continues to expand as Rensselaer Polytechnic Institute (RPI) has called Troy home since 1824, which is renowned for it’s prowess in science and technology and today culminates in the Nano Complex activities and research into nano science.

As a resident of Troy (or as someone whose investigating the area to move to), I’m sure you’ve noticed the transformation over the past decade as new industries derived from tech have expanded into the area and the city’s rich tapestry has become increasingly revitalized.

Generally, internal improvements like your bathroom remodel or replacing a broken window or things like this do not require approval or reviewing by the Commission. However, the city of Troy has taken very seriously to the task of preserving the architectural heritage of Troy, so there are quite a few different projects that require review by the Commission (Landmark Review Commission).
The Commission does not force changes on you as a homeowner, however they do review external changes you plan on making. That means that when you go to make a change, such as installing new siding or putting in a new roof, it has to pass the Commission before construction can commence.
